it looks like a bug in xetex: it should not set lccode for the
guillemets, but it does. moreover it also sets the uccode for them
pointing to control codes:
*\showthe\lccode`\^^^^00ab
> 171.
*\showthe\uccode`\^^^^00ab
> 139.
*\showthe\lccode`\^^^^00bb
> 187.
*\showthe\uccode`\^^^^00bb
> 155.
