Well, I use a macintosh and TeXtures interface, 
which indeed produces a dvi-file. It worked well 
with previous versions of eplain.
Now I typeset the file, but no index is produced. 
With usual files, I use  a small app named 
makeindex which works on the .idx file. However, 
here there is no such file....

However I assume Textures incorporates a similar tool.

OK I'll do that, but I would be interested to 
understand why the inedexes are not produced with 
this eplain.texi file while they were with 
version 2.8.x for instance...
