I take it you are trying to make dvi or PDF docs.  If this
is the case, are you using make or texi2dvi / texi2pdf?
Just running

    tex eplain.texi

is not enough.  The best thing is to run
    make pdf
or
    make dvi

If it fails for you, run
    texi2dvi eplain.texi
or
    texi2pdf eplain.texi

And if this fails, too, you can download
    http://tug.org/eplain/doc/eplain.pdf
