Hello TeX folk,
The third issue of TUGboat for 2023 has been submitted to the printer.
We hope it will be in members' mailboxes some time in December, but due
to the upcoming holiday season, there may be unavoidable delays.
A new LaTeX release 2023-11-01 has just been made, and will be available
via normal updates by the time this is posted. One notable change is
that documents using only those features described in Lamport's original
manual, plus a small but growing number of packages (including
hyperref), can now be more or less automatically tagged, being a basis
for accessible documents that conform to standards such as PDF/UA. While
still experimental, serious experiments can more easily be undertaken.

The upcoming meetings:
- On November 16th, in Lyon (France), a workshop will be held (in
French) focusing on people who choose their tools carefully when writing
or manipulating text. Tools such as: LaTeX, Markdown, HTML, XML-TEI, and

- the next GUT annual meeting will take place on November 18 in Paris,
with a day of talks and discussions.

more. Chuck Bigelow is the keynote speaker. The event is free, but

- the next DANTE annual meeting will take place in Ilmtal-Weinstrasse,

- TUG 2024 will take place in Prague (Czech Republic), summer 2024, with
Tom Hejda leading the local organization. We are still in the early
