[pgf-tikz] Feature request: alt key for alt text accessibility

Request to add an “alt” key to \tikzpicture in the same way that \includegraphics now includes one.  Basically right now it could be just a dummy key/hook/placeholder, but then some other accessibility related package/command can use it as needed.
