[pdftex] Inconsistent name of new primitive, \pdfinfoomitdict vs \pdfomitinfodict

- In NEWS, name \pdfinfoomitdict (info-omit-dict) is used.
- In pdftex.web and ChangeLog, \pdfomitinfodict (omit-info-dict) is used.

Relevant change history (using texlive's revision number):
- r63056 added \pdfomitinfodict to pdftex.web and ChangeLog
- r63083 added \pdfomitinfodict to NEWS
- r65392 renamed \pdfomitinfodict to \pdfinfoomitdict in NEWS

Maybe it's the existing primitive \pdfinfoomitdate (since pdftex
1.40.17) that influenced the change in r65392.  One could even suggest
to rename \pdfinfoomitdate (info-omit-date) to \pdfomitinfodate
(omit-info-date) for better consistency with all other three
\pdfomitXXX primitives.

Current mail is only to report the current inconsistency in NEWS and
other files.
