[pdftex] hyperbaseurl

Is there a way to make hyperlink (the conscept, not the command) relative 
instead of absolute? I mean, is there an instruction that can take part of 
an URL (ex: a space in my computer) instead of a complete URL?

Second question: I tried to use \hyperbaseurl but it doesn't work and I 
can't find any examples. I do:
\hyperbaseurl{http://step.polymtl.ca/~cegl/}
\href{forums}{Forums de discussion}
