yes this seems to be a better behaviour; at the moment pdftex ignores
later entries with the same tfm names.

So, given the present system, how do I force embedding of the 14 fonts?
Put it another way, why were they excluded in the first place? There is
a mechanism in the psfonts.map file for embedding, partially embedding or
not embedding a font. Why not just make that mechanism universal for all
fonts? This would require removing some code and tweaking present 
psfont.map file entries a bit. Isn't this the simplest solution?
