local file question

The easiest thing is to just make ~/Library visible in the Home folder! Open up the Home folder (Shft-Cmd-H). With that folder selected Show View Options (Cmd-J) and then check the Show Library Folder box and close the View Options (Cmd-J --- it's a toggle). Then ~/Library will then be visible in the Home folder and there will be a new Library menu option (Shft-Cmd-L) under the Finder's Go Menu.
