[OS X TeX] Adding TL'21 (pretest) to TeX Live Utility/texbin

It's always been like this. I've wanted to add a "create texdist structure" menu item to TeX Live Utility for at least ten years, but every time I try and understand the structure, I give up because it hurts my brain too much.
