Truetype font maps should not be added to updmap.cfg, but should be used on the fly with

\pdfmapfile{+comicsans.map}

in your preamble. 

Check the letter casing of the ttf. Because the search is in the system area, case matters---pdflatex is looking for comic.ttf.

Another possibility is that you have a personal updmap.cfg that hides the one created with sudo [-H] updmap-sys. If all else fails, you could try 

http://math.ucsd.edu/~msharpe/TeXFontUtility.dmg

which, among other things, tries to analyze misbehaving font installations.
