Did you run updmap?
That’s the next step: now TeX and its ancillary programs can find the files such as hlhr8r.tfm (metric file) and lbr.pfb (font file), but you need to tell them how they are connected with one another.
That’s what updmap does: it reads lucida.map, containing lines like
hlhr8r LucidaBright " TeXBase1Encoding ReEncodeFont " <8r.enc <lbr.pfb
which tells "the metric file hlhr8r.tfm corresponds to the font of PostScript name LucidaBright contained in the file lbr.pfb, re-encoded on-the-fly into the TeXBase1Encoding encoding defined in the file 8r.enc", then adds all this information into the global map files for dvips and pdfTeX.
On Unix and Mac there are two ways to run updmap to do this: for a system-wide install it's
sudo updmap-sys --enable Map lucida.map
(where sudo makes the command be run as admin user) and for a user-specific install it’s
updmap --enable Map lucida.map
Again, you’ll have to experiment to find out how to do the same on Windows.
