[luatex] endless loop in LuaLaTeX

for me it loops with texlive 2021
This is LuaHBTeX, Version 1.13.2 (TeX Live 2021)

But not with

This is LuaHBTeX, Version 1.15.1 (TeX Live 2023/dev)

compiled from tl2023  source tree

(I don't have an original texlive 2022 lualatex immediately available to
test)
