[luatex] configure error on mingw

Adding --disable-native-texlive-build produced the luatex binary
(15KB) but no dlls. The binary seems to work but it calls another one
(build\texk\web2c\.libs\luatex.exe), which appears to be a static
build. Hmm, I think I will leave that to real experts then ;)
