[luatex] a bidi package for LaTeX in LuaTeX

More importantly notice the footnotes:

- if the first footnote in a page is Persian, then the footnote rule should
appear in the right hand side.

- if the first footnote in a page is an English one, then the footnote rule
should appear in the left hand side.

That is the perfect rule for footnote in RTL, which bidi does not care.
