[luatex] ini files for TL 2009

I think it's totally confusing to have

luatex and dviluatex
pdflualatex and lualatex

If LuaTeX is to replace pdfTeX in the long term, I also think it's a bad 
idea to have luatex in pdf mode by default... I don't think we have to 
change the names. Adding luatexconfig.tex to the .ini files (with 
luatexconfig being what I told in my first mail) is enough I think...
