[luatex] ini files for TL 2009

Well... also about the (pdf)luatex.ini files... The ones I had before I 
changed them were:

luatex.ini:

\input etex.ini

pdfluatex.ini:

\input pdftexconfig.tex
\input plain
\dump
\endinput

I just proposed a patch for them to work... but I must say I don't 
really have a strong opinion on how they should be made, as long as they 
work...
