[latexrefman] In command line input, replace graphics draft example with \includeonly{}

Hello Jim,

The French text was between @ignore … @end ignore as a place holder
for translation, but it seems that older makeinfo versions do not
completely ignore what is to be ignored…
Thank you for propagating this to the English version, I will iterate
your edits into the French version.
Please consider updating your make info, Mine is « texi2any (GNU
texinfo) 6.5dev », which is the latest dev version.
