Such a command changes the value the meaning of some other command
or parameter
Shouldn't it be « the value of the meaning » ? Or either
the value or the meaning ?
Yes. "or" in this case.
However, I just deleted that paragraph. The whole question of
environment form vs. declaration form does not seem like "syntax" to me
like the rest of the section.
And as far as I know \frontmatter etc. are not technical "declaration
forms". (If \begin{frontmatter} etc. do work, we should say that. I
didn't try it, but I don't see that form in the doc.)
I made a few other related and unrelated changes at the same time, as
usual. -k
