Have you looked at the images.log file for your job ?
Most problems with image-generation for LaTeX2HTML can be traced to
excessively untidy LaTeX coding, either by complicated definitions in the
preamble, or use of TeX-isms in the body, when there are simpler LaTeX
alternatives available.
Since the images.tex file necessarily uses bits of your coding within a
context that can be quite different from the page-building aspects of your
complete document, then you can expect any problems that this causes to
leave a trace in the .log file.
Hope this helps,

When latex2html starts to compile the images.tex file it says that there are 721 images to be converted. But when it tries to convert the images afterward from .ps to .png it tries to convert images with a higher number than 721 and fails to find them.
