I thought whether the setting "$LOCAL_ICONS=0" exists in your
.latex2html-init. On our system, $LOCAL_ICONS=0 in l2hconf.pm and
I use $LOCAL_ICONS=1 in my ~/.latex2html-init.

| Why should it be NOT loaded with 2002-2-1 while it is duly loaded 
| with 2k.1. Note that I have both releases in parallel. I just change
| the explicit command from one to the other.

I thought whether default "l2hconf.pm" is still loaded instead of 
YOUR "l2hconf.pm" file which you modified.

By the way, GIF/PNG switching system was modified in 
latex2html-2002-1, so l2hconf.pm for latex2html-2K.1beta is 
different from one for latex2html-2002-2-1. Please check:

[c] whether appropriate l2hconf.pm is loaded at running 
  latex2html-2002-2-1.

Instead of changing l2hconf.pm, I always use the option 
"-image_type gif" which had problem in latex2html-2002, work 
well in the current version.
