I beg to disagree. Something must have gone wrong somewhere. I installed
the latest release from 
http://saftsack.fs.uni-bayreuth.de/~latex2ht/current/
(dated Dec 1st, version 1.60) and it still shows the bug to the full
extent. That is the footnotes are completely broken.

Can you please check it and re-commit the fix?
