[fptex] ConTeXt perl scripts failing on Win98

Sorry to take so long to respond - I didn't make it to work Monday due to
a snowstorm.

With no texexec.ini, the job fails to find cont-en.fmt (in texmf-var)
after perl has wasted 4 minutes looking for a "texexec.ini":
