You should be able to test it. Basically, it is what you will find on
the TeXLive 6. Many many things have changed and I still need to
upgrade the documentation. 

You can grab everyhting from :

ftp://ftp.dante.de/pub/fptex/0.5-beta1/

Either grab TeXSetup.exe and geturl.dll from there, and then run
TeXSetup, choose an Internet only installation and TeXSetup will
download the packages for you,

Or grab the getfptex.bat script and run it. It will mirror the whole
thing on your hard disk. Then run TeXSetup and do a local installation
from zip files.
