[fptex] Unusual missing format error

Probably because either :
- TEXMFCNF is not set (what does your autoexec.bat looks like ?)
- you need to rebuild the ls-R files with `mktexlsr'
- any other reason I could diagnose if you send me the result of the
following run :

c:\>set KPATHSEA_DEBUG=-1
c:\>set KPATHSEA_DEBUG_OUTPUT=err.log
c:\>kpsewhich latex.fmt

Send me the err.log file.
