PATH=c:\gstools\gs7.03\bin
GS_LIB=c:\gstools\gs7.03\lib;c:\gstools\fonts

should fix your problem.

TFM files are not fonts per se, they are just metrics for glyphs, pk
files are glyphs.

Sorry I have been very busy  lately, and I haven't yet  found a fix to
this problem. Hopefully the   future seems a bit  brighter (especially
because of Christmas Holydays !).
