Thanks for filling in for Fabrice here with your good information. 
This clarifies some points.

I must still take exception with your reply on the <CR><LF> issue 
below. It is a false assumption to assume that all TeX-folk are ipso 
facto gurus (guruettes?) and wouldn't grub about with notepad. I'm 
proof of that <g>. I am the software manager in charge of 
installing such programs, but I don't actually use them much. Not 
all installers, particularly in DOS/Win, will be up to snuff in 
this area. The reason that I was hunting around was because I did not 
find a top level ReadMe type file with instructions on how to 
proceed. I'm sure this will exist in later iterations, this is after 
all still beta mode. However, it is not unreasonable to expect a 
DOS/Win based issued program to have files consistent with that 
platform, regardless of what editor one might use. My intent was just 
to point this out, not take Fabrice to task in any way. Thanks again 
for your info on these issues, this clarifies some of the differences 
of approach between the UNIX and Win platforms.
