set the editor for correcting LaTeX errors

I have read the the fptex doumentation in PDF format and have not found the
answer to this question:

which is the file to edit to tell LaTeX to switch to "WinEdt" when the
command "e" is given in repsonse to an error? By default the editor is
Notepad.
