[dvipdfmx] Possible bug in image cache on Windows 11 machines

Hello,

Recently, after migrating from MiKTeX to TeXLive for a share LaTeX 
distrubtion at my workplace, I encountered a possible bug where 
converting eps to pdf breaks when using the 'I' flag for caching. This 
seems only to happen on certain filepaths and on Windows 11 machines.
