Thanks. I removed unnecessary changes in the first fix here. I'll install the new sources
after the release of TeX Live 2021.

Hirata-san is considering the problem. It will need some time because many changes may be
necessary. It is the feature introduced in the original dvipdfm by M. A. Wicks.
I myself think that it is not a bug and it is better to leave the feature intact in order
not to introduce new bugs.
