[dvipdfmx] "mktexpk" is not disabled for fonts loaded by relative path

Karl,

I know that, but I think Igor can explain more in detail
how worth it is if that change is really needed.

For dvips convention, the part “only look for pk font”
does not sound reasonable to me as dvipdfmx
behavior.
