[dvipdfmx] xdvipdfmx:fatal: typecheck: Invalid object type: 9 6 (line 1786)

I compiled this document both with latex (and also xelatex no-pdf) in texlive 
2018,2019, and 2020:

\documentclass[dvipdfmx]{article}
\usepackage{pgfpages}
\pgfpagesuselayout{2 on 1}
\begin{document}

abc\newpage abc

\end{document}

The compilation works fine. But 

xdvipdfmx test-utf8.dvi 

then works fine in texlive 2018, 2019 but fails for me in texlive 2020 
with xdvipdfmx Version 20201111 with the error

xdvipdfmx:fatal: typecheck: Invalid object type: 9 6 (line 1786)

TeXlive users with older xdvipdfmx seem to have no problem.
