[accessibility] Designating header cells in tables

Jason asked for help with a LaTeX to HTML conversion project.
Ulrike wrote: A [LaTeX table] header isn't necessarily a simple row.

It may be that a simple row is adequate for Jason's conversion project.

@Jason: What do you think? Would a simple row header work for you?
