It is not marked as Tagged, doesn’t claim to conform to any standard,
and certainly has no Tag tree.

So it is just like any other PDF of a mathematical textbook.
At ~857 pages, and using my own methods, it would take roughly
a month of full-time work to get this to be valid for PDF/UA.
And that’s assuming there is already LaTeX source available ...

Something to do when I’m retired, maybe.
In the meantime, the PDF could possibly be used as
a source of exercises for one of my own teaching units.


Disclaimer. The PDF wasn't produced using TeX.

… so it would be much more than a month’s work; maybe several.

However, the source document is open source, and it's good to learn from others. I've copied Bruce Lawson, who's mentioned below. He's interested in accessibility. (Hello Bruce from Jonathan.)
