[texhax] The easiest way to increase font size to 13pt

extsizes doesn't have a size13.clo, only a size14.clo. But one can
use one of the KOMA-classes:

\documentclass[fontsize=13pt]{scrartcl} %or scrreprt or scrbook
\usepackage{mathptmx}
\begin{document}
abc 
\end{document}

Use better
\usepackage[T1]{fontenc}
