The Comprehensive LaTeX Symbol List
http://tug.ctan.org/cgi-bin/ctanPackageInformation.py?id=comprehensive
is a good place to look for a symbol. There you will find, e.g., that
\permil \perthousand \tcperthousand \textperthousand are defined, all in
different packages.
