Did you try using the textcomp package?

I think \textperthousand and \textpertenthousand exist.

If this info is incorrect I have at home a copy of:
The Comprehensive LATEX Symbol List which I will be happy to consult for
you.

Alternatively you may want to google for this document which I recommend
to anyone who dabbles a bit with math or symbols at large.
