[tlbuild] Request to build original e-TeX by default

Dear TeX Live developers,

On this resource
    https://www.tug.org/texlive/doc/tlbuild.html#Build-one-package
it is said that etex build is disabled by default (it is actually a
symlink to pdftex).
Please explain the reasons behind this.

On the same resource it is said that "there is no comparably simple
way to install e-TeX".
What precisely are these difficulties?
On Debian 8 with TL installed from packages, simply building and
copying etex to /usr/local/bin/ works without any problems:
mkdir mydir && cd mydir
rsync -a --delete --exclude=.svn --exclude=Work
tug.org::tldevsrc/Build/source/ .
mkdir Work && cd Work
../configure --disable-all-pkgs
make
cd texk/web2c/
make etex
cp etex /usr/local/bin/
<build new format>

If there are any technical (or other) obstacles for building original
e-TeX by default, please explain them.
