Ok, I got it now where was the problem:
* --with(out)-system-xpdf
	uses either the builtin xpdf (!) or 
	the system poppler (>= 0.12)
	for pdftex (?)

* --with(out)-system-poppler
	uses either the builtin poppler or
	the system poppler (>= 0.18)
	for lua(jit)tex (and xetex?)


One comment:

Tthe version requirement in the configure should be pushed up.
We have 0.26 of libpoppler, but that does *NOT* suffice to 
get luatex compiled. One needs at least 0.30 is my guess.
