I use csquotes for this since quite a while, both in latex (in conjunction
with babel and sometimes with specific settings when re-creating the look
of printed-a-century-ago literature) and xetex (with polyglossia, defining
the necessary shorthands with \defineshorthand). I am very glad to have
this package, and as soon as I am rid of the old computer (with its very
very old latex installation lacking csquotes) I will completely switch to
using this. It's so much easier to keep track of opening and closing marks
for spoken speach, and it even automatically does nesting.
