Hi there. I've been comparing your .ini file with mine and I don't see
any _obvious_ differences ... ;-)

Oh ... wait a minute. Look at this line in the .ini file:

LATEX=C:\YANDY\TEXINPUT;C:\YANDY\TEX\BASE\\;C:\YANDY\TEX\LATEX\\;C:\JGM\TEXINPUT\\

That is, you're only telling TeX about one specific JGM folder: the
\texinput one. But your file isn't there, it's in JGM\cause ...

I think you need to add something like:

   C:\JGM\\

so that ALL folders under C:\JGM will be searched. I have to do the
same thing, as my working folders are definitely not under
c:\yandy\\. In fact, I've got em in C:\cthiele as well as E:\work\\,
which is actually on my unixbox ... ;-)

Could it be that simple? Naaaahhhh ....

Well, if not ...

How about deleting your .aux, .log, and .dvi files, process again from
scratch. This time, save your .log file under some useful ;-)
name. Then process the new .aux file with BibTeX; if it differs from
the one you've already posted, then add the .log file of that run as
well, clearly marking the LaTeX .log file and the BibTeX .log file.
Maybe something's already going wrong at the LaTeX-ing stage ...
