It isn't so much the Y&Y TeX that supports Level 3 - but
printers.

I just ran latex on a test file that had nothing in it but a
level 3 postscript figure..    It does just fine...

the big problem with Level 3 PostScript is that a lot of
old printers (more than 2 years old) require upgrades
in order to print Level 3 ...
