[XeTeX] solved partially

With lualatex you can force the glyph with Renderer=base:

\documentclass{article}
\usepackage{fontspec}
\setmainfont{Noto Sans Manichaean}[Renderer=Base]
\begin{document}
\thispagestyle{empty}

\char"FE00

\end{document}

With xelatex you can use the glyph slot:

\documentclass{article}
\usepackage{fontspec}
\setmainfont{Noto Sans Manichaean}\begin{document}
\thispagestyle{empty}

\XeTeXglyph58

\end{document}

The number 58 is font dependant (I found this one by looking in the
font cache file created by  lualatex)
