[XeTeX] Velthuis to Roman translit

Thank you both for your replies.

With some experimentation and change in rules, I have got it to work.

The input in the old file had same text to be displayed in Devanagari, IAST
and Tamil. The first two were encoded in skt (velthuis) scheme and Tamil
was in ITRANS.

I used three different maps for it -
