"Old" T1-encoded fonts for pdflatex does handle it correctly: They
have normaly a "SS"-glyph at position 223 which used for
uppercasing.
In xetex it should be easy to set the uppercase code of ß to LATIN
CAPITAL LETTER SHARP S (U+1E9E) and then to map this (if wanted e.g.
if the font doesn't have U+1E9E) to SS.
