[XeTeX] How to Convert Devanagari (sanskrit) text to Telugu Text

Hello Neal,
Thanks for your help, but I could not create the ".Tec" file. I thought
running mktexlsr would generate .tec file. But it did not create. when I
open ".Tec" file in texeditor it was some gibberish.
