Thanks to you and to George White, I was able to get this working. 
There is indeed a line in the above .cfg file explaining giving some 
common parameters. Presumably the "-sOutputFile=%o %i" part was what I 
was lacking (i.e. solved the problem of Ghostscript wanting to send its 
output to an X display), but I included some of the other parameters as 
well.
