It's unlikely that such a font exists. Code2000 offers a lot of CJK  
and IPA. Arial Unicode MS comes close. Sun-ExtA (50 K glyphs, OTF  
based on TT) is another candidate.

http://www.wazu.jp/ lists fonts according the Unicode blocks they  
support. Maybe you'll find one there which satisfies your needs.
