This is probably meant for 7- and 8-bit LaTeX, so better don't use it
with UTF-8 or UTF-16 XeLaTeX.

This is meant for 7- and 8-bit LaTeX, so better don't use it with
UTF-8 or UTF-16 XeLaTeX. The whole TIPA characters can be accessed
with fontspec from a font which provides these characters.

What package is this?! A piece of BABEL?

Does the arabxetex package load the fontspec package? (It does.)
Without fontspec you can't use OpenType or TrueType fonts as easily
as you try. (And actually it uses

	\newfontfamily\arabicfont[Script=Arabic,Scale=2]{Scheherazade}

so you don't need to load Scheherazade yourself. Better look out for
a font with TIPA characters.)
