$ grep labm3583 $(kpsewhich pdftex.map)

Does your TL installation have arabtex.map? Run
$ kpsewhich arabtex.map
/usr/local/opt/texlive/texmf-dist/fonts/map/dvips/arabtex/arabtex.map
